Michael Walls, General Procurement Manager for the MetroLink programme at Transport Infrastructure Ireland (TII), joins the judging panel for the National Procurement Awards 2026, bringing extensive experience in procurement management across both the private and public sectors. His career reflects the breadth of expertise required to deliver complex procurement programmes while supporting operational efficiency and value for money within major infrastructure projects.
After more than two decades in the private sector motor trade, Michael pursued an MSc in International Procurement & Supply Management at Griffith College before moving into public procurement with the Office of Government Procurement. Specialising in telecommunications procurement within the ICT Portfolio, he developed experience in managing procurement activities that balance commercial objectives with regulatory requirements. Further study in Public Procurement through the IPA and King's Inns strengthened his understanding of the governance frameworks that underpin modern Irish procurement.
Michael joined Transport Infrastructure Ireland in 2022 as Deputy Head of Procurement before moving to the MetroLink programme in October 2025 as General Procurement Manager – Logistics. In this role, he oversees a broad range of procurement activities supporting one of Ireland's most significant transport infrastructure projects. Delivering procurement at this scale requires careful supplier management, contract management and strategic sourcing, ensuring procurement decisions support both project delivery and long-term public value.
His experience also reflects the continuing evolution of procurement as a strategic function. Large infrastructure programmes increasingly rely on procurement leadership that can integrate digital procurement practices, encourage procurement innovation and develop innovative procurement strategies capable of responding to complex project requirements. As organisations continue their digital transformation in procurement, professionals with practical delivery experience play an increasingly important role in shaping best practice across the wider supply chain sector.
Michael's blend of operational delivery, academic development and public sector experience brings valuable perspective to the National Procurement Awards judging process. His understanding of procurement excellence within complex environments aligns closely with the awards' commitment to recognising organisations and professionals that continue to raise standards across the Irish procurement profession.
