South Korea's Public Procurement Service launches feedstock supply chain support programme

South Korea's Public Procurement Service has announced initiatives to strengthen supply chain support for feedstock producers through enhanced procurement frameworks and coordinated purchasing mechanisms. The programme aims to stabilise raw material sourcing for domestic manufacturing whilst supporting feedstock producers through aggregated demand and favourable contract terms.

Korea JoongAng Daily reported that the Public Procurement Service will implement procurement mechanisms enabling feedstock producers to secure stable orders from government agencies and public sector buyers. The initiative addresses supply chain vulnerabilities affecting industries dependent on consistent feedstock availability including chemicals, plastics, textiles and advanced materials manufacturing.

The programme encompasses framework agreements for feedstock procurement, enabling producers to supply materials to multiple government buyers under standardised contract terms. The Public Procurement Service will coordinate demand forecasting across public sector entities, providing feedstock producers with visibility on upcoming requirements and volume commitments.

Feedstock supply chain challenges include price volatility, demand uncertainty and capital intensity of production facilities requiring long-term offtake security to justify investments. Government procurement coordination provides demand stability supporting feedstock producer business planning and capacity development.

The Public Procurement Service operates as South Korea's central government purchasing agency, managing procurement for government departments, public agencies and affiliated organisations. The agency's procurement volume and coordination capabilities enable it to influence supply chain dynamics through strategic sourcing initiatives.

The feedstock supply chain support programme includes provisions for domestic producer preference in government procurement, technical assistance for quality certification and access to financing mechanisms supporting production capacity expansion. The initiative aligns with South Korea's industrial policy objectives promoting domestic manufacturing capabilities and supply chain resilience.
