Mark Osmer Named Procurement Leader of the Year at the National Procurement Awards 2025

Celebrating the procurement industry earlier this month, Mark Osmer, Procurement Business Partner at Translink and Founder of Intelligent Buyer Ltd, has been honoured as Procurement Leader of the Year at the National Procurement Awards 2025, recognising his outstanding influence and leadership across more than four decades in both the public and private sectors.

As Head of Fleet and Engineering Procurement at Translink, Mark has led transformative transport programmes that have strengthened cross-border connectivity and accelerated decarbonisation efforts across the island of Ireland. His work reflects a deep understanding of procurement as not just a function, but a strategic enabler capable of delivering long-term social, economic, and environmental value.

A Chartered Director and Fellow of CIPS, Mark has championed procurement’s role in delivering responsible and ethical outcomes. Through his leadership in CIPS Northern Ireland, he has elevated the profession’s voice at national and international levels—advancing standards, shaping industry dialogue, and inspiring the next generation of procurement professionals.

“With a career spanning over four decades across both public and private sectors, our recipient has become one of Ireland’s most respected procurement leaders,” the judging panel stated. 

“His work has advanced decarbonisation, strengthened cross-border connectivity, and demonstrated procurement’s power to deliver social value and sustainable growth. His leadership continues to elevate the profession at the highest levels,” they added.
