Irish infrastructure delivery increasingly depends on resilient supply chains

Industry leaders have warned that infrastructure delivery in Ireland is becoming increasingly dependent on supply chain resilience, as pressures linked to cost volatility, material availability and delivery capacity continue to affect major national projects.

The discussion took place during the Guaranteed Irish Infrastructure Forum in Cork, hosted by Pipelife, where representatives from construction, transport, logistics, energy and digital infrastructure sectors examined the factors influencing long-term project delivery. Participants included senior leaders from the Port of Cork, National Broadband Ireland, Iarnród Éireann, Certa and construction supply businesses.

A central theme emerging from the forum was that infrastructure planning can no longer be separated from procurement and supply chain considerations. Participants highlighted how delivery timelines for housing, transport, energy and digital projects increasingly rely on the strength, responsiveness and resilience of supplier networks.

Recent market conditions, including international logistics disruption, energy market volatility and constraints across materials supply chains, were identified as factors contributing to greater delivery risk. Industry representatives noted that these pressures have exposed vulnerabilities across critical infrastructure supply ecosystems and increased focus on supplier readiness and procurement planning.

The discussion also highlighted the importance of earlier engagement between project owners, suppliers and delivery partners. Participants suggested that stronger coordination across public and private stakeholders could improve supply continuity, reduce exposure to external disruption and strengthen delivery outcomes.

From a procurement perspective, the discussion reflects a broader shift towards resilience-led sourcing strategies and longer-term supplier development. Infrastructure organisations are increasingly evaluating supply capacity, market maturity and supplier diversity earlier in the project lifecycle to improve certainty and reduce delivery bottlenecks.

Industry leaders also emphasised that supporting domestic capability and building stronger supplier ecosystems may become increasingly important as Ireland progresses infrastructure ambitions across housing, transport, connectivity and energy transition programmes.
